I have had the same lock up. I found a work around.

I posted this to the mailing list. Never saw any response.

I delete one or more toc and idx files for the project I am working on from the
.bcast directory. Then I start Cinelerra and open the project XML file.
Cinelerra recreates the toc and idx files and the project loads most of the
time (80% or so).

When Cinelerra crashes or locks up as it is prone to do, I kill Cinelerra, if
it is locked up, delete the files from .bcast, and repopen Cinelerra and reload
the project file and let Cinelerra rebuild the tco and idx files again.

This happens often enough that I have created a script to kill Cinelerra and
before I start, I open a terminal and change to the .bcast directory so I can
delete the files.

This seems like a thread deadlock issue where threads are waiting on each other
to release a resource the other needs and neither can proceed. Somehow, the toc
rebuilding process must delay one or more of the threads and avoid the deadlock
but that is just a guess.
